Even without autoconfiscation, I actually think it's the *right* thing
to do.  There's a clause which was in the per-host section which wanted
to check whether host=target; it's disabled.  (This is the one about
defaulting to enable-shared on some platforms.)  It wouldn't have
worked, because target *is not set* until the per-target section.  Now
it could be enabled, should someone want to.

I think this is actually a win for clarity of maintenance.  But if you
still disagree, I'll just hold off until autoconfiscation (at the
expense of confusing myself a lot :-) ).
