Xtensa: skip g++.pt/static11 test for xtensa-*-elf* targets

I think the comment in the test file describes it pretty well:

// Some targets (e.g. those with "set_board_info needs_status_wrapper 1"
// in their dejagnu baseboard description) require that the status is
// final when exit is entered (or main returns), and not "overruled" by a
// destructor calling _exit.  It's not really worth it to handle that.

The expected exit status in this test comes from a destructor calling _exit. 
With the dejagnu wrappers, however, the status that gets printed is the argument 
to exit -- before the destructor is even run.
