Clarify rules for testing patches

Was there any specific reason for thischange?  I'm asking because I
had intentionally used <blockquote><code> instead of <blockquote><pre>,
because overall the former produced better results with those browsers
I had tested.

So perhaps we ought to revert this part and convert the remainining
instances of <pre> instead?
