No it was intional.

This will have to be brought up with our gcc maintainer, and the dpkg
maintainers. And since this is Debian policy related, let's take it off
this list, and to a more on-topic place like debian-policy. If it is
decided to be done, then it will require some planning and time (IOW, it
wont happen tomorrow).
