Cannot find patch fix for libstdc++

I am trying to patch gcc 2.95.3 with libstdc++ version 2.90.8. The documentation
says that this is possible but that I need to apply a patch to the libstdc++
to mirror the changes made in gcc/glibc. The patch is supposed to be
located at:

http://clisp.cons.org/~haible/gccinclude-glibc-2.2-compat.diff 

Howver this link appears to be broken. Can I get this from some place
else? Any help getting this fix will be much appreciated.

Also, the installation instructions say it is better to rebuild all of
gcc when applying this patch instead of build libstdc++ by itself. Otherwise,
namespaces must be disabled. The question I have is that do namespaces
need to be disabled if I already have a working copy of gcc 2.95.3 with
stl and namespaces already working?
