PATCH: cp_binding_level reorg

	This patch looks good, but probably needs to be reviewed by Mark
or Jason -- both of whom are extremely busy.

	I think that we should consider the compilation speed of GCC as a
regression that can be addressed in Stage 3.

	P.S. Apple Message Framework seems to send email with
format=flowed added to the MIME Content-Type which makes patches much more
difficult to read.
