DFA scheduler patch for review

Well, it's been several days, no-one has commented on the patch, and
I've reviewed it and I think it is OK.  So, please commit it.

Please run just one final build before you commit the patch if you have
to change it at all.  Also, don't forget to remove the mention of the
DFA branch in the web pages (at http://gcc.gnu.org/cvs.html), if you
don't plan on doing any further development on the branch.
