PATCH: contribute.html improvements

I wondered about doing a logical split into those requirements that
describe what ought to be invariants of GCC (e.g., that all options have
documentation and all features have testcases) which patches must
preserve, which would then go in codingconventions.html, and the technical
requirements on the *submission* of patches (e.g., details of where
tested, sending minimal patches rather than mixing multiple sets of
changes), in contribute.html, as a way of dealing with the problem
(web/980) of the contributing instructions being too long once the old
ones in the manual are merged in.
