They are published on the web for public consumption, and specifically made
available in a user-downloadable form.  There's no charge and no restriction
on redistribution.  (Unlike the standard itself.)  What else is missing?

As the author of nearly all of them, if you use them to make money, please
buy me a beer.  I don't drink, really, but I'll appreciate the gesture.

Other than that, I think they're GFDL, or whatever the acronym is for
GNU's documentation version of the GPL.  (Benjamin?)
