Branch manpages regenerated

I've regenerated the manpages on the 3.0 branch (where, unlike the
mainline, they are in CVS).  Diffs omitted; they are long because of using
a more recent version of podlators (which gives some improvements in
output, in particular avoiding doubled double quotes ""foo"" in some
places).
