Unreviewed patches for 3.0.3 (take 2)

Despite several reminders during the last two months, three patches of mine
http://gcc.gnu.org/ml/gcc-patches/2001-09/msg01218.html
have not been reviewed yet.
The first two are necessary to enable support for libgcj on Tru64 UNIX.
The java parts have already been accepted, but they also contain changes to
gcc.c (one trivial) that require a global-write-privs maintainer. The
problems that caused their backout before the 3.0.1 release have long been
fixed (as acknowledged by those affected), and we're starting to get new
bug reports and inquiries, both on-list and in private mail, about this
lack of java support on Tru64 UNIX.
Ok for branch and trunk now?
