[parisc-linux] hppa gcc bug?

Tried this with the mainline on hppa1.1-hp-hpux10.20.  It appears to
fix the failure of loop-3c.c at `-O3 -fomit-frame-pointer -funroll-loops'
and `-O3 -fomit-frame-pointer -funroll-all-loops -finline-functions'.
