libstdc++-v3 PATCH: STL configuration change

Report this to overseers@gcc.gnu.org.  These problems were supposed to
have been fixed as well - so someone ought to check properly that every
list archive page is present.  File a "web" PR as well if it doesn't get
fixed soon.
