It shouldn't be used for 3.0, so I think this patch is inappropriate.  
This file is for forwarding bugs from gcc-bugs to GNATS; once 3.0 is out, 
everyone should be using the gccbug script from gcc/gccbug.in to submit 
PRs to GNATS, so this file shouldn't be needed.
