Is there some way to tell which symbols are used only by that header
file, and so should be namespaced as __GCC_WHATEVER_H, and which are
relied upon by other programs/libraries (like the limits.h stuff)?  Or
is this not a meaningful distinction, and programs use every symbol
they can find?
