Two unreviewed patches

The first one "fixes" PR C/1777 on the branch.  It removes the 
non-functional, but -mmmx and -msse options from the compiler.  Using 
either of these options on the branch with any code currently generates 
an ICE.

The second one simply documents the -mmmx, -msse, and -msse2 options for 
x86 in install.texi on the mainline.
