Patch: require make dvi for doc changes

Well `make dvi' does not work at all on my stock Red Hat 6.2 system,
for reasons I have never tracked down.  Perhaps a missing TeX package.
I'm not sure forcing people to install TeX (which can be pretty dang
long, hard, and painful on a lot of machines) is worth it.

So, I have no strong feelings, but I'll leave it to someone else to
decide.
