I suggest sending a patch to tm.texi to define precisely what the
interface to ASM_OUTPUT_INTERNAL_LABEL is (cf
http://gcc.gnu.org/ml/gcc-patches/2001-03/msg01260.html ).  Once the
documented interface is agreed, then a patch can be sent to change
definitions and uses to conform to it.
