autoconf for type sizes

Problems in configure.in still need fixing before CVS Autoconf is usable
for GCC.  As is, GCC developers have tried CVS autotools, found these
problems, and gone back to 2.13 which works for GCC.  Someone who
understands autoconf and tracking down these sorts of problems
sufficiently well needs to do the work of fixing GCC to work with both
versions, then demonstrating how CVS autotools are useful by further
patching GCC to use features of CVS autotools and eliminating as many as
possible of GCC's local macros.
