fix silly mistake in mkconfig.sh patch

Kaveh pointed out a silly mistake I made in the patch to generate
*config.h from the makefile. This fixes it.
Bootstrapped i686-linux, tconfig.h inspected for sanity, applied as
obvious bugfix.

* configure.in: AC_SUBST xm_defines.
* configure: Regenerate.
* Makefile.in: Set DEFINES=$(xm_defines) when building
tconfig.h.
