That seems to be why Emacs and other GNU projects have moved to
a ChangeLog format that only lists the date in ISO format (YYYY-mm-dd)
and no time.  The GCC ChangeLog appears to have a mixture of this and
the earlier style.

That reinforces the reason to switch to a plain ISO date.  The time of
change is essentially meaningless.  The date is less likely to change,
and any change will be reasonably small.
