I don't claim to understand the area fully, but catch_segv uses
MAKE_THROW_FRAME, and it mucks with the program counter - not as
heavily as HANDLE_DIVIDE_OVERFLOW does, but it does.  That was what I
thought "shenanigans above where we increment the PC and return" was
talking about.
