Making libbackend a libtool archive wouldn't really add much
complexity.  Now, doing that for libgcc would definitely be
significantly harder, because of the way libgcc is currently built.
It wouldn't be much different from libsupc++, but it would require a
separate configure run to create a libtool suitable for the target
that could be used to build libgcc.  It would be a good opportunity to
clean it up.
