  No, I think this has come up before; it does mean minimum.  Read it
  slowly this time, with "ISO C implementations" instead of "ISO C" :-)

We might as well get rid of the confusing word minumum altogether.
  "string length `%d' is greater than the length `%d'
   ISO C%d compilers are required to support"
 
I use the more informal word "compilers" here instead of "implementations",
as this will be clearer to most users and is a bit shorter as well.
