[PATCH] PPC warning fixes

Hi,

2 warning fixes, first one to get the prototype for get_hard_reg_initial_val, 
2nd to actually return a value from rs6000_elf_section_type_flags (Richard, 
see http://gcc.gnu.org/ml/gcc-patches/2001-08/msg00226.html for further 
comments ;-)) ).

	* config/rs6000/rs6000.c: Include integrate.h to silence warning.
	(rs6000_elf_section_type_flags): Actually  return a value.
