I'm not sure I agree with that.

Suppose I want to bootstrap a complete tool-chain without
optimization.  Shouldn't `make CFLAGS=-g bootstrap' accomplish that?
With your patch, it wouldn't: the stage3 GCC would still be compiled
with optimization.
