Ok, I've just bootstrapped again without a problem.
For reference, I've got 

binutils-2.10.0.18-1
gcc-2.96-69

installed on a RH7 system.  I agree that the binutils
is almost certainly not relevant, since I normally use
binutils cvs, but removed it for this test.

I configured with no arguments whatsoever.  I don't
suppose you're using a different configuration that
you havn't mentioned?
