Libtool update

Some people have encountered trouble with the libtool snapshot that is
being used for libstdc++-v3, and now in Sourceware.  In the past few
days, I've been working on stabilizing the libtool source tree,
testing it on dozens (literally! :-) of platforms and fixing all bugs
I could.  The patch I'm checking in now is the result of this work.
It passes all libtool regression tests on most platforms I've tested
and, on those in which it doesn't, it's not libtool's fault.  The
patch is uninteresting and large because most of it comes from
line-numbering differences in the generated libtool scripts, so it is
bzip2ed.
