www mailing list fixups

These changes bump the findability of gcc-help up, to try and
encourage people that should use that list and not gcc to post there
instead.  Also, the gcc list is not suitible for discussing any random
thing under the sun, if anything gcc-help is more suited to random
discussions.  I make explicit that the gcc list is for compiler
development.  Not just any development.
