Patch to update gperf URLs in Makefiles

Now removed.  Someone with appropriate access should probably remove it
from the infrastructure directory on the FTP site as well.  (Though 2.95.2
does need an updated gperf, its Makefiles don't include the message
explaining this and pointing to the patch on the FTP site.)

While dealing with the infrastructure directory, the automake snapshot
there is long obsoleted by a release and should probably be removed; the
bzip2 copy there should probably be replaced with a copy of the current
release from /pub/bzip2; and I suppose no-one cares to deal with the
political issues of the VCG distribution there - which while purporting to
be under the GPL is partly in the form of obfuscator output rather than
source code in the sense of "the preferred form of the work for making
modifications to it".
