readings.html patch: C information

The link in readings.html to an old C9X draft is dead (the web server
"corrects" n794 to n749 which is a different document); most of the drafts
are no longer on the WG14 web site now there is a C99 standard.  David
M. Keaton's site doesn't appear to have anything from the past few
years; in particular the WG14 archive there is ancient.  This patch to
readings.html removes those links and adds a bunch of more useful C
standards links (with a few links to Dennis Ritchie's historical C
information for good measure; if even more historical information is
wanted there are plenty of B and BCPL documents out there as well).  OK to
commit?
