Pending patches for review (C++ frontend builtins, fprintf, etc.)

While we're at it, here's a few I'd like to have reviewed for 3.0:

This one enables lang specific (frontend) builtins for C++ when the
function's return value is ignored.  Its necessary for the existing
builtin printf (and the pending builtin fprintf) to activate in C++.
