Looks like it should go in the .tcc file.  I can try and work up a patch,
since I have a bit of spare time today.  Intent shall be included to the
best of my understanding.

(This kind of thing is one of my favorite uses of templates.  It beats
the snot out of my _GLIBCPP_ICONV_CONST approach.)

Can I make a plea to anyone submitting v3 patches to gcc-patches:  please
also cc to the library list?  We had just gone through this discussion a
few days previous.
