Further bug reporting instructions

In principle yes, but I'm already a bit worried about the length of our
bug reporting instructions (and that this length might tempt folks to not
read all of them).

If you have any patch that makes the instructions shorter without loosing
any relevant information, I'd definitely like to so that! ;-)
