IA-64 Patch: Make flag_unwind_tables default ON

Apparently the IA-64 ABI requires unwinder information; this patch
changes gcc's default so that it's on.  I could have made the change
in OPTIMIZATION_OPTIONS, but this isn't an optimization option.
