I am still uncomfortable with the first part of lookup_template_class()
in pt.c.  The main part of this function operates on TEMPLATE_DECLs; the
first part seems like a kludge to mate the function with various ways it
was actually used.  This seems to beg for bugs (as has indeed been borne
out); I would appreciate someone more knowledgeable than I taking a
look.  Perhaps the first part should be moved to the using code.
