Configuring out obstacks

Are we really ready to kill obstacks like that?

What about gpc or other front-ends that haven't been integrated?  Do we
decree that they can't use obstacks?  If we're going to do that, then we
need to open up the discussion to a wider audience than just gcc-patches.
