RFA: cygwin-specific patch for collect2 and cygwin-specs

Mumit is temporarily unavailable (eta mid-month, i.e. soon), but we
did discuss this patch in cygwin-developers and agreed that we wanted
that functionality.

The intent is to pass -Bstatic and -Bdynamic off to the linker, like
any other shared-library platform.  For this to work properly, it
needs to allow for multiple occurrances and preserve the order, so
that it can affect individual libraries.  I don't know enough about
gcc to say if this patch does that, but if it does, that's what we
want.

The existing cygwin linker accepts (and ignores) those options, so
there are no backward compatibility issues.
