Yes, I think so.  Though I think we should also preserve some of the older 
news as well (but that's just a detail.

I think it is important that the gcc tarball is self-contained.  There is 
nothing worse than reading a document in such a file which points me to a 
web site that has ceased to exist (for example, because it has moved); as 
may well be the case a couple of years from now.

A statement of the form, 

	To see what has changed in this release see 
		"http:/fly-by-night.com/fooble/gone-tomorrow.html"

is not adequate.  We have already done this far to often with the 
bug-reporting aliases.
