I am in favor of this patch (and was going to approve it).
However, as Richard has some resentiments, I think we should try to
come to a conclusion first.

And, we could/should include a textified version of these release notes
also as part of the release tarballs, by means of something like
cat $WWWDOCS/htdocs/gcc-$MAJOR.$MINOR/features.html | lynx -dump > NEWS
Richard (E.), does this look like an acceptable solution to you?

I'd prefer only to include "critical" pages, not our main pages or mirror
lists for example, but I don't feel very strongly about it.
