Update for ABOUT-GCC-NLS

After Bruno Haible accepted Paul Eggerts patches for gettext (hip, hip ..
:), only Martin v. Loewis patch is pending acceptance. I've checked in the
following changes to ABOUT-GCC-NLS to reflect these changes and the current
status of NLS in GCC.

	* ABOUT-GCC-NLS: Remove gettext patches from Paul Eggert as
	they have been incorporated into the gettext CVS. Change the text to
	reflect the current status of NLS. Add instructions for accessing
	the gettext CVS and add the patch from Martin v. Loewis.
