C++ PATCH for static initialization in function-at-a-time mode

While I have been bitten a couple of times (bootstrap failures, project
code causing compiler errors) I have to say that your responsiveness with
regard to such problems and the turn-around times on attacking -- and 
fixing -- them are extremely hard to beat. If they can be beat at all,
that is. ;-)
