Patch checked in to libiberty {setenv.c,putenv.c} for K&R compilers

But you didn't check it in on the branch.  So the branch doesn't build on
sunos4.1 right now, right?

This is precisely why I would prefer people to be working with the branch.  If
something like this is broken on the branch, then we need to know about it and
fix it immediately.  Else the quality of gcc-2.95 is going to suffer.

Please work from the branch until gcc-2.95 is released so that the work
you do directly helps the quality of gcc-2.95.
