Patch to replace CYGNUS LOCAL with EGCS LOCAL in config.sub

What would be better would be to slowly migrate these entries into autoconf
which has the canonical config.sub/config.guess.

Until then an EGCS LOCAL is probably better than CYGNUS LOCAL.  It'll help
identify stuff that still needs to be migrated.
