compile and install bugs on irix

(Jeff, I'm always suprised about your memory, or did you consult the
ChangeLogs? ;-) )

Here is some background: We encountered various problems with already
installed (older versions) of install-info, so I planned to build and use
the version of install-info that was already part of our texinfo/ subtree.

The first step was enabling the build of install-info. However, before
I completely tested and submitted the second part, i.e., actually using
our own install-info...

...Jeff came to the conclusion that we will remove the texinfo subtree
again, so I removed my (local) changes and stopped persuing this project.

To avoid any possible side effects, I did not submit a patch to back out
my previous changes, but as a matter of fact I don't think removing

        * Makefile.am (SUBDIRS): Include util again in order to generate
        install-info.
        * Makefile.in: Rebuild.

for the release should cause any problems, and we probably should do that
if that fixes the Irix issue.
