Search function for the archives.

I believe this is ready for "public consumption"; no need to sit
on it any longer, methinks. 

Things still to be done (probably by me), as I see it:

- A version of the search.html page to be located at
  egcs.cygnus.com.  (I'm leaning against something without header
  and footer for general SSI-inclusion).

- Appropriate search links for each list page (and possibly
  monthly pages).

- Automatic update of the monthly entries on the search page.

- Making sure there are no fixable browser incompatibility issues.

- And of course, some day, help jsm move it all to egcs(.cygnus.com)
  (People I have talked to, think this is a reasonable arrangement in the 
  meantime, to lower the level of urgency.)

Anyway, here goes nothing.  The note about hypermail is obsolete,
as MHonArc is used for all new archiving, so it is removed by this patch.
