Actually, I want 3 separate manuals.

  One for installation issues only.
  One for usage, extensions, etc.  Stuff users care about.
  And finally a manual for developers.

In addition to the work of splitting up the main gcc manual, we've got
to cleanly find a way to incorporate the language subdir documentation.
