Preliminary {PRE,POST}_MODIFY support needed to build C4x target

Ah.  Missed that in the original message.

Include a comment about those rtl codes being placeholders in rtl.def
and rtl.texi so that everyone knows they're not supported yet.

Ah.  I wasn't aware of that.  We should be OK then since you do have
assignment papers on file (I checked).
