Yes, it will.  Makes in the subdirs won't but they're still useful
when hacking.

It used to do something like that a couple of iterations ago but there
was objection to ar getting run unnecessarily.

I'm not claiming that this hurriedly slung together effort has any
merit beyond satisfying the requirements as I understood them!  [I
have, somewhere, an automake setup for the vanilla f2c, doubtless now
bit-rotten and not very well tested.]
