Duplicate declarations in rtl.h

The functions defined in recog.c are declared both in rtl.h and in recog.h.
That's unnecessary, and one set of declarations ought to go.  Here's a
suggested patch.

	* rtl.h: Don't declare any functions also declared in recog.h.
